Fan always runs on High/Loud after reset - Dell PowerEdge T110 II

The fan in this Dell PowerEdge tower server is very loud when running on high.
At first, it ran constantly on high, even though the server was barely being utilized.

I finally found a setting in the BIOS "Power Management" section.
Set the Fan Performance to "Minimum" and CPU Performance to "OS System Demand".

The change didn't actually take effect until I powered off the unit and unplugged the power cable for 15 seconds.
It then ran quietly, and the client was very happy.

However, after restarting the server after normal Windows Updates, the fan switched to (and stays at) the High/Loud setting.  The client is not happy.

Any thoughts on making this change permanent (or function correctly)?  Is this a bug in Dell's firmware?
