PowerEdge 600SC airflow direction of PSU fan?

I was recently given a PowerEdge 600SC which I am refurbishing for use in a local homeless shelter.

It's not in bad shape ... except for the FANS ...

I cleaned it up powered it on and the rear case fan was running at full speed even after the server booted/stabilized/had no load on it.

I checked front case fan and it was operating OK, and the air inlets on the front panel are clear/clean.

PSU fan on the other hand was locked up... ah-ha! ... THAT''s why the case fan is running overtime I think...
I disassembled the power supply and noted that the installed fan (which may or may NOT have been the original fan) was mounted to blow air OUT of the PSU.
The fan being mounted on the outlet side of the PSU, this made sense to me and I mounted the replacement blowing out of the rear of the PSU.

On re-assembly the rear case fan is still blowing at what sounds like 100% speed...
It is doing such a masterful job that it has OVERPOWERED the PSU fan and are is actually being drawn IN to the PSU against the PSU fan's wishes...

Does anyone know if the "stock" direction of the PSU fan is to blow air OUT of the case or to suck air INTO the case?
Absent another answer, I am tempted to disassemble the PSU again and turn the fan around ...Huh?
