T310 Diagnostic Lights

I have a PE T310 which will not start.

On applying power to the two PSUs the green lights show on both PSUs

PSU fans and system fan all spin up

Front panel diagnostic lights show 1-2-3-4 all lit, HDD indicator lit and diagnostic light glowing orange

After 30 seconds or so the system fan spins down and stops

System remains showing basically all lights lit on diagnostic panel i.e 1-2-3-4 HDD and Orange

I cannot find 1-2-3-4 in the Hardware Owners Manual

Any information would be most appreciated
