Poweredge 2950 backplane only "seeing" 4 slots on an 8 slot

I recently pulled a 2950 out of service to turn it into a nas.  I installed the nas software on the first drive and now I can only see 4 out of the eight drive bays on the backplane.  When I hit CRTL-C at boot to go into the SAS configuration utility it tells me that PHYS drives 4-7 are disabled.  I don't see any way to reenable them and I can't find the utility on the dell site.  I tried the SAS5e utility but it said that I don't have a 5e installed.  Which makes sense since the boot message only says sas 5.  Please, any help getting this back up and running would be appreciated.

Also, I went back in and tried to reformat the drives and even with the windows disk and the raid drivers installed I could still only see 4 out of 5 drives.  Did I mention I'm only missing one drive?
