Telling a T20 to boot to PCI-E card

I have a Dell T20 with four hard drives in it, using the four onboard SATA ports. In order to use the internal DVD drive, I got a PCI-E 2-port SATa controller. (model SY-PEX40039 if relevant). However I can't boot to the DVD if it's connected to the controller card. If I hook the DVD up to the motherboard, it will boot fine. But if I do that, and with a hard drive connected to the controller card, then I can't use the onboard RAID.

I selected the DVD in the boot order and moved it to the top, but I suspect that this is only if it's the drive connected to an onboard port.

Can someone tell me what I'm doing wrong? Thanks!
