PowerEdge 2950 stuck on post + Flashing NumLock

I have just purchased a re-furbished dell PowerEdge 2950iii with 2x quadcores and 32gb(8x4GB) of RAM. It booted fine for the first 2 boots but now it has issues. The server is not being used for anything important, Im just using to experiment and play around with HyperV and SAN but it would be a shame to flush $250 down the drain.

It gets stuck on "Remote Access Controller Detected." I have tried removing all expansion cards and the Remote Access Controller and then it gets stuck on "System Memory Size: 32GB, System Memory Speed: 667MHz" (This is what is displayed before the "remote access controller detected").

Also the NumLock list on the keyboard is flashing. Not sure if that is relevant or not tho.

I have also tried removing all RAM apart from Dimm 1&2 and that made no change.

If anyone has any ideas of what could be going on your input would be greatly appreciated.
