PowerEdge T610 Power Cycling up and down - will not boot.

I just purchased a T610 - and the Power Button was broken.  Ordered a new module - installed it.  Also Updated the processors of the unit - and added 8 - 8gig memory Modules.  After plugging the unit in - (both power cords) with only keyboard/mouse and monitor hooked up - the unit just sits and revs up and cycles down every 5 seconds or so.  I followed a post regarding the same issue - the tech suggested that the user try each power supply independently. Done - no change.  Then to go in and check the all connections (memory and CPU's properly seated) - Done - no change.  Unpower the Back Plane and disconnect - Done - no Change.  Remove the Perc Card - Done - No Change.  After making the changes - I hoped to get some different result - Which I somewhat did - The front LEAD display showed a Power Message - Software Error - Power Asserted, Asserted. (pretty meaningful if you can understand that?).  I unplugged the system - and now it's back to its rev and cycle down issue.  At one point I had a blinking BLUE light (out of the back of the unit) - but I no longer have that.

ALL HELP would be GREATLY APPRECIATED!
