barebone T620 POWEREDGE MOTHERBOARD ONLY NO CHASIS - WONT POWER-UP

I HAVE A MOTHERBOARD ONLY NO CHASIS, OF POWEREDGE T620 MOTHERBOARD

T620 MOTHERBOARD

2X XEON E5-2670 (8 CORE EACH) (WITH PROLIMATECH MEGAHALEM ON EACH CPU)

128GB DDR3 1066 (16GB MODULES) is in quad channel

48GB DDR3 1066 (4GB MOULES in the mail) will be in quad channel

CONTROL PANEL WITH CABLES (POWER BUTTON ON DASH)
4X TESLA M1060 OCCUPYING ALL FOUR ON BOARD PCIE X16 SLOTS
2X 120GB SSD KINGSTON ( WILL RAID0 ) OCCUPYING ONE EACH SATA PORTS ON BOARD
PSU SHAW VIPER-1500w  ( I CAN POPULATE ALL 6 & 8 PIN CONNECTORS ON GPU'S  IN PCIE)
THATS AS BAREBONE AS I CAN GET IT, IVE BOUGHT ALL THESE PARTS SEPERATE.
OK, WITH EVERYTHING CONNECTED TO THE T620 MOTHERBOARD AS MENTIONED ABOVE SHE JUST WONT TURN ON,  NOT EVEN THE FANS ON THE PSU TURN ON.  IVE  TRIED HOLDING ON TO THE POWER BUTTON ON THE CONTROL PANEL, REMOVING THE GPUX4 , RE INSTALLING MEMORY MODULES AND IT JUST WONT POWER ON.
I NEED TO KNOW, IS THE T620 MOTHERBOARD VOLTAGE RESTRICTED IN RELATION TO PSU WATTS OF TOTAL UNIT??
I COULD USE ANY ADVICE YOU HAVE ON THE MATTER, I LOOK FOWARD TO YOUR REPLY
