PowerEdge T630 USB hard drive connectivity issues

I have 2x Dell T630 towers running Windows 2012R2. The issue is that USB hard drives are not recognised if they are connected before the server is booted - i.e. don't appear in Computer, Device Manager, Disk Manager etc. They only appear if physically disconnected and reconnected while the server is up.

Both the servers do this and with different makes of USB3 drive I have - 2Tb WD portable and 1Tb Seagate portable. Have tried the obvious - different cables, driver and firmware updates to the latest, different USB ports (USUB2 or USB3) but still the same.

In Windows even when connected and visible numerous 'surprise removal' events are logged meaning that Windows Backup (WBADMIN) is unreliable - stopping after so much data is processed with 'file not accessible' errors or similar. Sometimes it gets through to completion. Simple file copies generally work ok - its sustained throughput use that causes it to fall over. This plus the drive not being recognised after a reboot looks like a serious driver or firmware issue.

Does anyone have a T630 that can confirm that the USB hard drives run ok?
