Dell Poweredge 2850 not booting

 hi,

I recently bought a Poweredge 2850 from someone, but the system isn't booting.
I've experimented with it and came to the conclusion that this part (see picture, the heatsink next to the dimm slots) needs to be heated up. I used a hair dryer just for testing and it actually booted. nothing seemed wrong but as soon as it cooled down a bit it shut off without any warning to the point where the fans just spin at idle speed. The power button LED is green which means the system is powered on.

Any idea what could cause this?
