dell C6220 idrach ssh not accesible

the idrac of our C6220 is not accesible via ssh.

gt:/tmp/ # ssh root@10.91.20.36
ssh: connect to host 10.91.20.36 port 22: Connection refused

Can you help me how to configure this?
